NM-> I own a FM card based upon a GemTech FM chip.

If all you need is something to "init" it to turn it on, your Windows
program should be able to do that, then exit to DOS and it is still on.

Similar examples are to "init" a CD-ROM drive to play a music CD.
Exiting Win3.1 will still keep it playing.
