 Actually it depends.  A echo may require no posting.  For example,
 in AdventureNet I have a Convention & Events echo that i post
 frequent postings of conventions, public events, etc. local to
 nation/internatinoal basis.  It doesn't require discussion just
 reading.  So it is active but not in terms of posting.  There
 are echos in fido like that.  I run the TG echo and folks will
 post when they need help.  So a dead echo may not be dead
 in the eyes of everyone.

 A general chat echo sure, if its no posting then its dead. :)
