I believe that the Developers' Toolkit is now freely available both as a download and bundled on OS/2 install media, but I couldn't give you exact details offhand. I also have the slightly modified Toolkits that are bundled with the Watcom, Borland, MetaWare, and IBM compilers. I use the headers from them. As already mentioned in this very echo, I wrote my own import libraries.
