You would have to start the proxy software... I don't believe there is one 
enabled by default. I don't have a proxy software running here... Or is the 
question how do you configure the proxy software to only answer for certain IP 
addresses? 

I just did a search of my system and it doesn't even have a file *proxy* except 
for some garbage dll's included in netscape. 

So, what proxy software is it as it doesn't appear to be a standard package in 
OS2?
