Ah!  Based on this and another message where you said you only setup IREX for 
fidonet, I think I now know your problem.

All your other software is using a primary address in Zone 8, and so is using 
outbound for that zone and outbound.005 for fidonet zone 5.  IREX, if it 
doesn't have your family net address as it's PRIMARY address is not considering 
the outbound directory for zone 8, and instead is using the primary (first) 
fidonet address as the primary address.  Since that is probably in zone 5, IREX 
is considering the outbound directory to be zone 5 and not zone 8.  To fix 
this, you need to tell IREX your primary address is your Familynet address.  I 
think that will solve your problem.

That's another option.  You would then end up with an outbound.008 for 
Familynet, and outbound would become fidonet zone 5.  Then you wouldn't need to 
redefine IREX, but you would have to change all your other software 
configurations.  If you do this, you will need to move the stuff in outbound to 
outbound.008....
