If your ticker is NEF, go into its directory and call pmhatch.

Select the source and then the area into which it should hatch. It would do all 
things needed - including to announce it into the associated announce areas, 
writing you a netmail... It does all actions you had nef configured for - 
without a tic file. If the archive contains a file-id.diz you can point to it - 
if not you can define the description before you start the hatch.
