Check joe or nano, in your ubuntu box go into your package selector of choice (I generally prefer dselect), make sure first that you have enabled the universe for packages (opens you to access a wider realm of programs other than just the core of ubuntu). scan through the packages for the editors section and see what works well for you. AFAIK there's no other os than OS/2 HG> that complete with a GUI occupies only 120 Mb. actually... that would be no other OS than Linux that complete with a gui can occupy less than 64mb. Check out the DSL linux distribution where you get a full operating system, gui and applications in a sub 100mb bootable CD image. Burn it, stick it on a USB key or whatever and you have Linux wherever you need it. They even have a boot strap command to open and run DSL in a window on a winXX system.
