Have you considered the possibility of just installing an ssh daemon on your OS2 system, have the linux apcupsd capable system use a passwordless ssh key to ssh in and shut your OS2 system down when needed? To compile a program, you must have all the proper libraries that it expects to link against. If the program was written to solely use gcc built in functions, it should compile just fine. If it expects a library to exist, then you will need to find/port that library. First step is to compile it and see if it complains.
