Look at the command lines you showed:

 pkzip -jo > NUL
 pkunzip -joL > NUL

Now look up the options for PKZIP, and you should see why those are wrong. 
But I'll break it down:

First of all, the options in those command lines (which you kept from old
InfoZip defaults) are concatenated; that is, there are two options in the
first one, and three in the second. That doesn't even work with PKZIP -- it
wants separate options.

In InfoZip, "-j" means "junk paths" (i.e., discard them). This is already
the default behavior for PKZIP, so no such option is needed. By pure
coincidence, "-j" is also a valid option to PKZIP, but it has a completely
different meaning:

-j|J<a,h,r,s> mask|don't mask <Archive/Hidden/System/Read-only>(default=jahrs)

This is of no value with offline mail packets.

The remaining "o" or "oL" is presumably being absorbed by the "-j", as a 
parameter to it, although (as shown above) they're not valid values for the 
parameters to that option. Which is why I'm surprised it works at all -- it 
really ought to be aborting with a syntax error instead.

The "-o" option has similar meanings under both InfoZip and PKZIP/PKUNZIP,
and would actually be useful; but you'll have to separate it out to make it
work. "-L" is meaningless to PKUNZIP; in InfoZip, it forces the extracted
filenames to lowercase if they were monocase to begin with (as they are
with packets created by PKZIP).
