Way back when, sysops moved the mails over long distance phone calls, users downloaded mail over long distance, too. Even if it wasn't long distance, there was still a desire to limit the repetitive quoting because it made the entire process take longer than necessary... and tying up the phone lines was a consideration, especially since modems were so slow. More recently, over-quoting is frowned upon because it adds nothing to the conversation and buries any small comment within many paragraphs of unnecessary clutter. Briefly, one should quote enough of a previous message to remind readers what is being discussed. There is absolutely NO NEED to quote the entire message.
