No, it's more like: 1) A Virtual DOS Machine (VDM) to run DOS apps, whether 16-bit, 32-bit (ala DOS4GW), text or graphics-based (the Win-OS/2 subsystem rides on top of a VDM; as well, one can run many graphical DOS games such as Quake or Doom in a VDM). 2) A native CLI that will run either 16- or 32-bit OS/2 apps, real or protected mode, mostly text, with a sprinkling of curses-based apps such as MultiMail or graphic apps such as XFree86/2.
