About three or four years ago I downloaded a program called ARCID
which is supposed to identify what archiver is being used,
although I've never had need to use it so far. But FWIW here are
a few lines from the doc file...

  2. Features of Archive Identifier:

      ù Identifies ARC, ARJ, HYP, LZH, PAK, SQZ, ZIP, ZOO, GIF and JPG files,
        regardless of their file extensions (ideal for software distribution
        networks, like .SDN files).
      ù Identifies ARJ, LZH, SQZ and ZIP self-extracting (SFX) archives.
      ù Can filter other file types based solely upon file extension.
      ù A total of 97 archive formats and files extensions can be defined for
        conditional branching of batch files.

It sounds like the kind of thing that is needed to solve this
problem.

It came to me from a BBS that has since closed, but chances are
that it is still around somewhere.
