There is an FTP NLM which will run on the Netware server which allows you to 
FTP into and out of defined volumes. It's part of the NFS package, or maybe 
NetwareIP from memory. Don't know how much it will cost.

Alternately, search the web for a free one.

Add more RAM. This indicates that the server is using all the available 
physical memory for hashing the DET and FAT, or maybe for running NLM's, and 
has none remaining for caching purposes, which badly affects disk performance.

Try doubling your RAM for starters, and see what happens. Without knowing how 
much disk space you have attached to the server I can't give more accurate 
recommendations than that.
