Yes, however, you can then do something tricky, like load install - and check the mirror status from there. If it comes up as being OK, then you can just mount it and away you go. If not, load vrepair, and do your thing to fix it. install.nlm _should_ be in your C: drive directory, so you don't need the volume mounted to get at it - if it's not, it's easily put there.
