Eugene, 
your real config.sys file was stored in net$dos.sys file.
last one is boot disk image.
you need to:
1. unpack image back to floppy (dosgen utility from sys:system directory with 
   swith /u
2. change config.sys for right number of files.
3. please, check files handlers in net.cfg file. (I can wrong in this, I do it
few years ago)
4. make backup copy of your net$dos.sys
5. generate new image by dosgen program
6. check.
  if you use ODI drivers, you may need in rplfix program to fix image.
  don't forget set right attributes for net$dos.sys (described in nfolio
database).
