Probably the former rather than the latter. It's never happened in my net, or 
region {or zone, from memory}. We used to bounce UUencoded mail all over the 
place without objections.

I guess Zone 1 hubs are still suffering from god complex. I thought they'd 
gotten over it. C`est la vie.
