Because config.sys is read from the disk image net$dos.sys. To understand why this works, you have to know a little about boot images, and how to generate them. Basically, the contents of the boot image are read directly from the image UNTIL the point that the shell is loaded - which is why you ned a copy of autoexec.bat on the server as well - once you load the shell, it stops reading the image, and if it can;t find the file in its first accessable location {SYS:LOGIN}, execution stops. To fix your problem, you need to regenerate your net$dos.sys file from your original boot floppy _after_ modifying the config.sys file.
