Anyone who ruled UUEncoding "encruption" and decided a policy complaint based on it would be laughed out of the position by the next level in the chain so fast their head would spin. I'd certainly replace any NC in my region who did so - simply because UUencoding is simply and easily reversed by anyone in the message chain over whose system the message transits. In fact, uuencoding of binaries was the main reason the public fido <-> internet gateways closed here in Zone 3. Once the internet started being byte charged, so many people were using it to send themselves large binaries that the gateway operators couldn't afford it any more.
