That does _not_ make it policy. It makes it shitheaded routing sysops. :-)

Anyone can choose not to route netmail {except for someone in an NC position, 
and even then he/she is only responsible for routing mail for his or her own 
net} - as long as it's bounced with an appropriate message back to the sender.
