MSVCRT = Microsoft Visual C RunTime

I imagine various apps are including thier own, known compatible version of
this for exclusive use to make sure things work correctly. It may be possible
to just move the default from \Windows\System to the Path it's missing in (if
truly missing, it shouldn't hurt and can be deleted later). I can send you the
file if needed (Specify protocol/address).
