In the Win 3.1 version I've got, 4.08 Communicator you go to the 
"user profile manager" icon and it allows multiple user setups.
If it's different in your setup you can usually cancel and
abort having changed nothing but the way mine is setup
you just fill in the parameters necessary for hookup which is
a simple OK if you're already online and supply a different user name
for each separate users Browser, mail and newsgroups subdirectory.
