The (pre) stands for "prerelease", i.E. beta version. That's why it is hard to 
find. :-)

The (pre) version are updated on an irregular basis on 
http://www.physcip.uni-stuttgart.de/tobi/bin

There, look for the xxxpre.zip files.

The source code of the development version, on the other hand, is updated on a 
daily(!) basis and can always be found at 
http://cvs.physcip.uni-stuttgart.de/cvs2/msged-latest.tar.gz
