What if in theory the echo was removed from the HUB by the moderator, same 
result but different means, this would not disqualify the hub from being in a

Would that mean that all the echoes that have been dropped because of elist or 
traffic criteria? (by any system)

No it would not be, if X refused to carry, Y and Z still could.

It would have an effect on X's links, but that would be the case if X had the 
echo removed by the moderator for that matter, as opposed to the exercising of 
"personal choice".

As we know this appears to be the case here.
