Yes he is, in the Z1B.

This appears to be all he "may" be doing, even if the reason for doing so is 
odd, I believe its his way of punishing the moderators, even if he will still 
continue to pass the echo from his hub system.

Up to the point until an echo places a burden upon the hubs to fascilitate the 
"taking the fun out of the hobby", which could be anything. Each hub still 
reserves the right to run as s/he may see fit, in which case those affected 
would/could seek a link elsewhere, which in the event the hub sysop was cut 
from the echo, the links would have to do that anyway..
