Eh, it all depends on what your doing, I guess. a message board, for example, would be good on a webserver or a mailing list. Kinda hard to do a shell script for that. But a quick bash script to mail multiple people at one time, easier to do than a webform or something. Imagine a game like weblord .. say the data is stored in external files. And the webmaster says "store the files " and is web accessible. Wouldnt be that hard for someone to guess the url and get the datafiles. Instant cheating.
