In order to help save memory, 4DOS will swap 90% of itself to EMS or XMS or a Disk file, leaving only a stub in memory to reload the rest of itself after the command you entered terminates. Since the file is actively in use the Access denied makes sense. But if you've got a machine that is capable of running a BBS then you shouldn't be using 4DOS's swap to disk function.
