A domain to me is a Web address like > 45.122.65.44. This is referring to the Windows NT NETBIOS domain name, using for Windows Internet Name Service and NETBIOS over TCP/IP transports. It's fairly similar to the Workgroup name in earlier Windows networks, but it's able to enforce network policy more rigidly, as well as providing shared network resources and accounts/groups. Technically, the IP address example you provided is not a domain, either.
