Is it possible your ISP is blocking inbound telnet connections? You might want to visit www.grc.com and run their "port scanner" option under Shields Up! to see if you're really listening on port 23 telnet. If you can telnet localhost and you get a telnetd listener, then COM/IP is doing its job. If you get the BBS prompt, then EleBBS and WinFOSSIL are doing their job.
