In that sense, they are =nothing but= "web addresses", which must be parsed and translated to "internet addresses", which must be parsed and translated into "TCP/IP addresses", before the resource can be accessed. "telnet://juge.com" is an URL, which your browser translates into "telnet juge.com" as a commandline to launch your telnet client with the address it expects to see. Semantics aside, I agree that FidoNet is not a part of the web or internet. They are all separate networks with different features, protocols, and software requirements.
