I have been running Synchronet V3.12A for a few months on a machine running Windows 98 SE with jaws 5.10. I too am visually impaired, and synchronet does run quite nicely with Jaws. You can access it through Hyperterminal or the windows telnet client. I haven't advertized my bbs too much since I mainly run it to observe the further development of Synchronet, but it's a great package. I also have Dos 7.1 on another machine, but I like the idea of internet bbses much better than dial-up ones, and besides I can't afford a second phone line anyway. .
