The reason here is a difference in philosophy.  Linux us loosely based on 
the principle of software freedom.  Since MPEG audio codecs now involve 
licensing from (and payment of a fee to) Fraunhofer, free operating 
systems now avoid distributing such codecs.  You have to obtain the codec 
from some third-party source and install it yourself.
