What worked was making /dev/hdb1, the Gentoo
boot/ partition, visible to the Vector Linux
system on hda.  Editing /etc/fstab took care
of that.  Once that was done, references to
the Gentoo kernel in /dev/hdb1 were accepted
by /sbin/lilo, and the updated version of the
Lilo boot loader was installed in the MBR on
hda.
 
And, importantly, the newly installed boot
loader actually worked.
