I'm pretty new to Gentoo, but I believe that more than
just the kernel is compiled.  If you compile everything,
then the idea is that you can optimize for the harware
platform, and so run more quickly on that platform than
if you had a pre-packaged system.
 
How this actually works out in practice I'm not sure.
It's also possible to install precompiled packages.
