This was the part that I was having trouble understanding. That is, how the modem gets answered. I could not find anything with ppp that actually suggested that it would do it, but that is what the getty is for. I also didn't see anything in what I read about ppp that would suggest that it did anything for incoming traffic, just dial-out. I will consult the man pages on that as well.
