You need to set up your Linux machine to receive inbound calls. Once you do that, you can use a terminal-emulator to call up and get online with the Linux machine. This will give you a serial/async connection to the Linux box. Once that's working you can run anything you like, such as telnet, if you want to. You can also set up and run pppd which turns the CLI session into a regular dial-up network session, so you can use DUN or whatever internet dialler you like, to connect. This gives you the advantage of being able to connect with *either* a terminal program, *or* with a network dialler.
