  There is a linux distro that has recently surfaced that is focused on just
that.  Making Windoze apps run native.  There is another distro out there
that runs under windoze called CoLinux..  You should check them out.  The
last time I checked the website from sourceforge.net the windoze clone was
making fast headway..
