Is there any way to tell if cygwin is needed without trying it?  (I don't 
have a Windows machine here.)  I found this

	ftp://ftp.ldeo.columbia.edu/pub/menke/gtar.exe

version of 'gtar', for instance, but can't tell if cygwin is needed or 
not.  And this

	http://www.gzip.org/gzip124xN.exe

version of 'gzip' doesn't say anything about cygwin either.
