Ah yes, I've experienced this also.  I just figured it was the curse of running
old Dos doors on a OS that is trying to get away from its command line roots.

I've just been looking at putting the BBS on a Win98 machine. :)

However, if setting the priority low works, you could do something like
shown here maybe?

I'll have to monkey around with that when I'm home and see if that
helps/hinders
on my XP box. :)
