Perhaps they like making things easier for Canadians... many of the CDs were
OEM, some were retail full, and a small handfull were retail upgrades.

I'm not denying the possibility that there are places where you can't get a
bottable Win98 CD from, I'm merely asserting that every Win98 CD I've ever had
contact with was bootable.
