And having that bootable CD, specifically if you have a standard CD-Rom drive, you could put that CD in that drive, and put a empty CD-R in your burning... then when building the CD, you can tell it to copy the boot sector from the bootable CD then pull the files from the "Second" non-bootable win98 cd... and create.... Wait for it...
