The most recent 17" LCDs from several of the name brand vendors (for example, Samsung) have low enough latency to watch DVDs full screen and play video games without motion blur. Or, at least I cannot see any. Also, several sites out there did a comparison on new 19" models. I cannot remember which brand/model 19" LCD it was, but it is the only 19" capable of doing DVDs/games without blur.
