WinXP has this annoying habit of popping up "helpful" little balloons when 
something happens.  So "helpful" in fact, that the only thing they achieve 
is to force you to click on them.  

Example:  I wun DUN to connect to the net.  The box goes away, but a 
balloon pops up saying "You are now connected to the BISPFH!" with an 
arrow pointing to the tray...

How can I turn this wonderful feature *OFF* for ever and ever?
