With the limited information you gave, I'd have to say you have something local running on your computer that is interfereing. Try this, shut down your BBS, bring up a command prompt/dos shell and type in telnet localhost 23 or telnet localhost 25, etc... until you check each of your ports needed for the BBS. Now, after each command, if you get a connection, that means something is running there. It should also tell you what that program is. Hope that helps.
