    You could do it either way. Open it up to all and let them operate under
your call. Probably not a good idea, or set security levels in Synchronet to
only allow users on the BBS that have proven their a HAM to have access. I
doubt either way any harm could be done. You could turn loose a half dozen
unlicensed operators on packet around here and no one would know, or care for
that matter. For this reason, getting packet going on the BBS isn't very high
on my list of things to do.
