Long time since I was resident in the UK, but *then* at least, a foreign national could get a ticket in the UK by passing the test like anyone else. That meant *then*, City & Guilds Radio Amateur Examinations parts 1 & 2, for VHF privs (Class B ticket) plus a GPO-administered 12 WPM code test for HF privs (Class A ticket). The C&G RAE consisted of two multiple-choice exams of three hours each. Don't let the multiple-choice part make you believe it was EASY! Otherwise, you could apply for a reciprocal ticket. But in order to do this you had to produce a valid ticket from a country that was a signatory to the reciprocal licensing agreement (virtually all countries, worldwide). The class of UK ticket (A, B) you got depended on what grade of ticket you already had from your home country. IIRC, this gave you a prefix (suffix?) to your original call. IOW, 8P6SM could operate as G4/8P6SM or maybe 8P6SM/G4. As I said, it's been years, and I wouldn't be at all surprised to hear that the regulations and procedures have all changed.
