That's my thinking ... All I can be concerned about is my wellfare along 
with the wellfare of everyone in my car.  If someone's riding my ass I 
lookat it as putting my life in danger, so tapping my brakes is telling them 
to back off.  If they freak out and cause a wreck, then totally their fault 
because if something as simple as brake lights coming on causes this then 
anything could've caused it.
