  *nods*  They're only really screwing themselves and the communities that take
them in, too.

  Things like budgetary dispositions, representative boundaries, police/fire
coverage, social services, etc etc...  These things are all thrown completely
out of whack if the census data doesn't reflect the actual numbers of people in
a given area.
