  GWB took decisive action, sure.  Decisively, he took the most
internationally, fiscally, morally, and historically STUPID course of action
available to him and rammed it down Earth's throat despite the balance of
humanity's absolute, and very vocal, shock that he was THAT petulant and dumb.
