It was because OBL succeeded in blowing up New York, and GWB's response 
was successful only in blowing up a pile of rocks and a bridal party.  
Some sort of distraction was needed to draw attention away from the 
debacle that was Afghanistan, and it didn't hurt to have a 'success' to 
point to, in the face of an approaching election.

Oh yeah, and it was because his buddy Dick was gonna make jillions in 
lucrative oil deals.
