Yes, it was.

Bush was the one that addressed the nation saying that we needed to occupy
Iraq due to Saddam being (1) an evil dictator, and (2) owning and willing to
use WMD's.

Now Saddam may have been an evil dictator, and there's no argument that the
things he'd done to his own people is truuly heinous.

To this day, we've still not found any indication of WMD's, there's been
investigations on the allegations which allegedly concluded that there never
really was any WMD's, and was theorized by Republicans and Democrats alike
that it was the sole push for an invasion of Iraq.

Did we all forget about Osama?!

What ails me is that when Clinton had his bout with legalities for 'lying
under oath' about his connection with Monica, but nothing's being brought up
about lying for a reason to incite war and occupy a third world country.

Evidence that our own CIA had uncovered, being faulty and erronous, to the
extent that our own 'Intelligence' agency was considered a huge joke and
contridiction of terms.

In any industry or government, it all comes down to one person's
responsibility.  There isn't 'Hey, I'm the President of the USA, but I didn't
say we shouldn't do this that or the other, Congress made me do it"... 

There is accountability, and there is only one person at the top who's the
sole owner of it.
